Death penalty for rapists

Lok Sabha passes bill proposing death penalty for raping girls under 12. After years of suffering and protesting a bill has passed to give death penalty or a minimum imprisonment of 20 years. Will this decrease the number of sex crimes happening every year or will it be disregarded by the offender like every other bill passed back in the day to help women stay safe? Why was it only for girls below the age of 12 and not 18 when the most offended are above the age of 14?
